Situated immediately west of I-580, Upper Bal is a San Leandro community with a mix of single-family homes and some apartments. Lake Chabot Regional Park is less than three miles east of Upper Bal. It’s a popular spot for fishing, boating, picnics, and hiking. The park’s trails also link to hiking and biking paths in the East Bay hills.
